The Requirement
BMT was engaged by a major oil and gas corporation in China to review the organisational structure as well as the HSSE (Health, Safety, Security and Environment) Management Systems with a view to improve organisation efficiency and effectiveness.
This review was especially important as the company was embarking on new acquisitions and partnerships in the global arena in areas such as piers, ships and storage management.
BMT’s objective was to put in place an HSSE management system based on scientific principles and discourage variant HSSE practices across the companies managed by the corporation.
Our Approach
BMT reviewed the customer's HSSE management system with reference to international standards and best practices standards adopted by industry leaders.
A gap analysis was conducted through a series of sequential activities as follows:
- Document reviews to understand the current setup of the HSSE Department as well as the on-going HSSE activities
- Interviews conducted with the HSSE Manager and Senior Consultant to understand the current state of HSSE adoption and weaknesses in current system
- Elements of good HSSE management practices were derived from OHSAS 18001 and BS 8800.
Outcome and Benefits
The gap analysis and focus interviews brought to light the weaknesses to the existing HSSE management system as compared to international best practices.
Addressing these performance gaps, BMT proposed to the customer a comprehensive risk assessment and classification system based on the ALARP risk management principle.
