Project Management and Design for the Construction of a Liquid Bulk Terminal

Vitol Tank Terminal International BV is involved in the provision of bulk liquid storage facilities. BMT was appointed as Project Management Consultant (PMC) for a terminal expansion project.

The Requirement

Vitol Tank Terminal International BV (VTTI) is involved in the provision of bulk liquid storage facilities. As part of its strategic development plans, the company announced the intended development of a 50 hectare site at Tanjung Bin, Johor, Malaysia, through its 100% wholly owned subsidiary, ATT Tanjung Bin Sdn Bhd (ATB), for the storage and distribution of petroleum products.

BMT was appointed by ATB as the Project Management Consultant (PMC) for the front end engineering design (FEED), preparation of tender documents, prequalification of contractors, tender evaluation and selection of contractors for the land reclamation, marine installations, terminal facilities and the jetty topside structures.

What We Delivered

For the initial phase, BMT’s scope of work involved the preparation of the front end engineering design for the following work packages:

Package 1 - Land reclamation, which included:

  • Sand backfilling
  • Dredging & sandkey construction works
  • Shore and slope protection works
  • Soil improvement works

Package 2 – Marine Installation works, which included:

  • Five berths with roadway and pipe trestle
  • Fire pump platform
  • Local sub-station
  • Pigging platform

Package 3 – Terminal Facilities with tankfarm storage capacity of approximately 850,000m3 and Jetty Topside Structures works which included:

  • Process Engineering
  • Mechanical Engineering
  • Instrumentation Engineering
  • Electrical Engineering
  • Piping Engineering
  • Fire Fighting System
  • Waste Effluent System
  • Lighting and Utilities
  • CCTV and Security System
  • Civil & Structural Engineering
